VS 2003 regions

Is there a command that opens all regions on a C# page? It is very time
consuming (and annoying) when you have to go and manually open dozens of
regions every time you open a project.

From right click menu, it is outlining >> toggle all outlining. Keyboard
shortcut Conrol. + M then Control + L.
