VPN networking and fixed IP address

I have a Windows 2003 server, which I am using to provide VPN connectivity.

I need the client to be able to specify a fixed IP address - but when I try
this, I get an error which says:-
'TCP/IP CP reported error 735: The requested address was rejected by the
server'

The VPN server seems to be able to provide DHCP, or select from a pool of
addresses (these work fine), but I don't seem to be able to allow the client
to specify its own fixed IP address.

Can anyone offer any help so I can do this?
 
Why not let the VPN use DHCP, then just make a reservation based on the
client's MAC......it'll never change.
 
I work in the emergency services. We have a life critical non-windows
application that needs to communicate with remote and mobile resources by
using their fixed IP addresses.

We have GPRS L2TP VPN working fine - the only thing is we don't seem able to
fix the IP address of the client.

Any ideas how we can do this?
 
Why can't you just let it assign it via dhcp though and reserve the ip
via MAC address.
