VPN Clients - Expiring Passwords

We have a small number of users who only use VPN to connect to the network,
their passwords are set to never expire. This is because the expiration
message does not appear when using VPN. We need to ensure that these VPN
users are notified some other way, pop up or email when their passwords are
about to expire, so they can be in line with company policy.

Are there any suggestions?

How do they check their email? If they use OWA you can setup Change
Password in IIS which will notify them and allow them to change their
password right there.
