Volume Licens RIS install Requires Activation?

Here's one for you activation gurus.

I've created a RIS install image of my Volume License XP. I used
SetupMgr.exe to create a base "ristndrd.sif" answer file including the
Product Key after which I made some of my own modifications. See file below.

Initial testing worked just as expected. No activation necessary. The
problem came when we went to do our first production install. After the
initial install and reboot the PC requires activation.

I am 99.9% sure the media used was volume license media. I know the Key is
a VLK (checked against the key provided at eOpen.microsoft.com) and MS
claims that VLKs will only work with volume media.

After reviewing the SIF file I only noticed one discrepancy from the
reference.hlp data and that is the Product Key is not in quotes. Don't know
if this makes a difference but I plan to make the correction and try again
this morning.

Anyone have any idea what may be happening? Is there any place where I can
get technical data on the Activation process like what files are different
on the media, what criteria triggers activation on new installs, etc.

I found that the problem was actually caused by computer name conflicts on
the network and that what was reported to me as Activation process was
actually the registration screens. Once the computer name issue was
resolved all worked fine.
