Control Panel > Sounds and Audio Devices
(an option on the 'Volume' tab)

Depends on why it's not there. Go to Kelly's site at
http://www.kellys-korner-xp.com/xp_abc.htm . Click on "V" and scroll to
"Volume Control - The volume icon does not appear in the notification area
(system tray)" for some troubleshooting tips.
