VLookup Problems

I'm sure I've done this before but I can't remember how.

I have a list with times by 15 minute intervals, I want to populat
this with call volumes from another list, however it does not retur
the intervals with nil value. So for example, I have not return fo
01:00.

Why can't I get my Vlookup to work

The minimal info provided in your question isn't going to allow any
meaningful response. Perhaps a better description of your data and a sample
VLOOKUP that isn't working...
