Visual Studio .NET - Unable to find FrontPage Server Extensions

I have successfully installed Visual Studio .NET. I have loaded all componants and I still recieve an error stating; "Cannot find the componants for communicating with FrontPage Server Extensions. Click help for more information".
Front page server extensions are installed and running, but I am still not able to create a web service that requires Server Extensions.
If anyone has a resolution to this issue, please help!!!

What OS are you using? If it's Windows 2000 or earlier, there may be some
extra steps you'll have to take to get the FrontPage Server Extensions
configured properly.

I'm running XP. The server extensions are properly installed, I've gone
through all the steps in that artical already, I'm at a loss of what to
do next.
