visual studio.net 2003 installation help?

When I try to install Visual Basic.net 2003 it tells me that my windows
notices a program that needs to reboot. I reboot the computer and run
the installation once more and it tells me the same thing. It's a
problem with my prerequisites, they are outdated, however I have no
clue where to go to fix this. I found the article pertaining to the
error and when I went there, it said I had to change something in my
registry. When I went step by step into it to change it, the final
part that needed to be changed wasn't there. Any advice?

Do the instructions insist that you save your registry entries before making
any changes? thats a must.

There appears to be some issue with internet explorer 6, this is what you
may need to uninstall then delete registry entries then reinstall by
downloading from Microsoft.

Start by backing up your emails, I use outlook express which is part of IE
and found when I reinstalled IE6 my emails were gone, but fortunately they
are stored in some folder created by IE that has a long unique name, so they
are there, but can be hard to find the folder.

I walked through the process with Microsoft by phone, backing up and fixing
the registry then downloading and installing IE6, took almost 2 hours

The other possible thing is MDAC, there was 2.6, 2.7, 2.9 and the newest
2.10 but to the software, it thinks its 2.1 and says its too old

When I was fixing Registry entries, it was to save entire folders, then
delete the folder in the Registry and re install. That way it would over
write. The first time or first few steps didnt work but uninstall and re
install finally worked
