Is it possible to install Visual Studio .NET 2003 Enterprise Developer on the
server and have users access it from the workstation ?

I guess you will need something like Citrix as well.

Im not sure if you can run Terminal services for applications for win2003
server but you can try that instead of citrix
 
If you can install Microsoft Terminal Services then of course. All you need
to do is to install the terminal services client and all of your users will
be able to use it.
