Does Visual Studio 2003 .Net Academic support the compact framework and the
ability to develop c# apps for pocket pc's?

No.
For CF 1.0 development, VS.NET 2003 Professional or above is needed.
For CF 2.0 development, VS2005 Standard or higher is needed *or* use the
standalone SDK.
