Visual Studio 2003 on XP Pro

I am running XP Pro SP 2 (5.1.2600) and installed Visual Studio 2003
Enterprise Architect on a laptop. When trying to create a new ASP.Net
application it comes back with an error "specied web server is not running
ASP.Net 1.1."
MSDN says this error comes from not having IIS 6.0 installed, but it also
says you can only install IIS 6.0 on Win 2003 Server.
Is this saying you can't do VS 2003 under XP or is something messed up on my
PC?

Sorry, but that was where I started. Note that on the "Symptoms" it says AND
the computer is running Windows Server 2003. I am running XP Pro.
