Vista's Windows Explorer

All of a sudden today when I was trying to rename a file in explorer I got a
window with the following message:

COM Surrogate has stopped working
A problem caused the program to stop working correctly. Windows will close
the program and notify you if a solution is available.
The only "choice" button is "Close program"

After clicking on "Close program" there was a little wait and then I was
able to rename the file. However, now when I try to move, copy or rename a
file, this same message pops up about 90% of the time. Anyone have any idea
what this is leading to? Like re-installing Vista?

I'm running Vista Home Premium Edition

I have neither NERO or DIVx installed. And today I haven't had a problem
(yet).

OK - I hate to ask - but where would I find the Problem Reports and
Solutions center in Vista?
