What antivirus/security program(s) do you have installed? Many of them (such
as Norton and McAfee) have their own Security Centers which disable the
built-in Windows one.

If your antivirus/security program doesn't include its own Security Center:

The First Question Of Troubleshooting: If the problem is new, what changed
between the time things worked and the time they didn't?

The Second Question of Windows Troubleshooting: what is the malware/virus
status of the machine? If you think it is clean, what programs (and
versions) did you use to determine this?

Be sure the computer is clean:

And Sophos doesn't have its own Security Center? Then answer the First
Question of Troubleshooting and give details about how you determined the
computer is "100% clean". If you only scanned with Sophos and WD, you
haven't determined that.

Security Center dependencies shown on my Vista installation are Remote
Procedure Call (RPC) and Windows Management Instrumentation. Both those
depend on DCOM Server Process Launcher.

Malware is a common cause of security center problems. I suggest running
at a minimum MalwareBytes and SuperAntiSpyware.
