Maybe in a VM on a FAT32 system... don't know for sure, though, but maybe.
Depends on whether VMWare or VPC run on FAT32. (VM would be HTFS.)

But, natively... no.

If it won't install on a real system on a FAT32 partition it won't do it on
a VM.
VMWare and VPC VD's use what ever file system you format them with, which is
determined by the OS your going to install.

Access the Vista-partition from a W98 system.
