I'm not sure about this; the "Upgrade Anytime" seems hard-tracked into
Home vs. Business streams. You can upgrade Basic to Premium or
Ultimate that way, but I don't see Business offered there.
I suspect Business is a separate track, with an "Upgrade Anytime" path
to Ultimate and nothing else (Enterprise lies between Business and
Ultimate, but is not generally distributed).
