vista frensh version

You would need to purchase a "Full English Version" of Windows Vista
and then perform a "clean install".
 
I believe you can only change languages in the Ultimate version of
VISTA for which you can download and install MUI files and change the
display languages.

If you have Ultimate then search the Microsoft website for the MUI for
French -- it may be a global package.
