I haven't come across any general forums. I know of a good dev/general
discussion site, but that's it.

I'd actually like to see more discussion rather than just questions and
answers but that's generally the way forums go. Another Vista forum is here:

Again it's mostly questions and answers but I have seen some good
discussions there.
