Vista .EXE format

We can get get information on the format of the new Vista .EXE format?
There's no PE (Portable Executable) section in there.
I hope Microsoft won't require Visual Studio for development.

I am not aware of a new EXE format. Do you have a link to a website saying
that there is? I would be insterested in learning about it myself.
