Vista Downgrade

In the Microsoft Vista Home Premium edition, i' ve noticed that some
apllications don't work. I have licences for 10 users in my company.
If i downgrade the operating system to Windows XP, will i need to purchase
new
licences?
Is it possible to use the current ones from the Vista operating system?

Question; why in the world would a business purchase 10 licenses of
Vista Home Premium instead of Business or Ultimate Editions?
