Vista CUT and PASTE Problem!!

Problem 1:
sometimes when i use PASTE command after a CUT its show the Move window with
its animation and creates the destination file with 0 Zero size but it
doesnt actually MOVE the file (seems like the move operation takes
indefinite time)

clicking on CANCEL or CLOSE on the Move window seems to make matters worse
cause yu lose the chance of graceful windows shutdown or even killing
explorer by Task Manager
if i hadnt clicked CANCEL then I could shut down windows that seems to
gracefully close explorer but using cancel or even End Task will not close
the Move window and would cause the a system hang during logoff.

Problem 2: using End Task on most of programs will have the same result as
explained above in ma computer and it causes shutdown to hang especially if
its a windows APP like Explorer or cmd or while Executing a Task with
Administrative priviledges.

Question 1: why after End Task the programms window is still on desktop; the
only thing that seems natural about End Task is that after clicking on end
task or end process the CPU usage of that process becomes Zero but resources
like its windows stick around and would cause the shutdown to hang? doesnt
Task manager take resources by force? so then whats the point in Ending a
Task?

Question 2: cant even an administrator kill a Task that is running with
Administrative priviledges?

It's struggling to delete the original file in the move - you could
copy/paste it - but sounds like there is something wrong with the original
file
