Can someone explain the advantages or reasons for using the Windows Contacts
and Windows Calendar that accompany Vista vs. calendar and contact features
in Outlook or Windows Live Mail desktop?

Since this is built into Windows Vista, developing software for the Windows
Vista platform that uses contact or calendar, tasks functionality would be
assured.
Its a known central location from a programming perspective to access the
users calendar, etc.

Its not a replacement for Office Outlook, but provides basic needs most
users are looking for into a day to day Calendar. Contacts is just the same
as Contacts in previous versions of Windows. Outlook has a lot of features
that fit tightly into an Enterprise environment for things such as
collaboration, Exchange Server and group calendars and global contact list.
Most users do not have any need for such functionality.
