VISTA automatically disable "file and printer sharing for MS netwo

We have a 2003 AD environment. some clients are XPPro, some are
VistaBusiness. I recently found, I can't access some Vista's admin share
from DC. From my investagation, the reason is the service "File and printer
sharing for MS network" (from NIC property) is unchecked. Although I remember
they are checked before, I re-checked them again. But after some times, they
had been automatically unchecked again! This is only happened for vista (but
not all), and users only have "power user" right(they can't change
themselves). Anyone knows why?

not all users: some user can keep a long time after I set, some couldn't.
From DC, for those "share" been disabled, GPO even can't be propagated. And,
does GPO has a option to do that? I can't remember.

If only some of Vista computers, I would try clean boot for the
troubleshooting.
