Vista 2 beeps will not boot

Hi, have Compaq Presario C500 laptop. New battery & AC. Receives charge.
Emits 2 quick beeps at start up. Can hear fan very briefly. Can see "compaq"
screen but can't use function buttton to do anything. Did see BIOS screen
once before Tech Support said to click OK. Hasn't popped up again. No longer
under warranty. Will reseat memory. Question is this: Do you think this
sounds like the video card or a BIOS error?
P.S.: I never had a blue screen with an error or a black screen with a
blinking cursor. Thanks for the input.

The two beeps indicate a specific hardware malfunction. According to this
link,

the code is telling you that you have a "parity circuit error." This is not
a sofware error and you may need to take the computer to a technician for
diagnosis and repair. Make sure that absolutely all peripherals are
disconnected that are not essential to starting the computer (on a laptop
that should be anything at all attached to it). If it still doesn't start
take it for service.
