virus in XP

I am very sure I got a virus in my system. First Norton Anti-virus was
turned off by the systme. Then a couple weeks later some of the Windows
files were missing. I was able to recover all my data by now I am having
trouble formatting the harddrive. I thought maybe it needed a low level
format so I purchased a new HD. I have the same problem with the new one.
The error message says that Windows was unable to format the partition.

Anybody have any idea what is going on?

A virus would not have been on a new hard drive.

It sounds to me as if your RAM is bad, which caused data corruption which
you assume to be "lost"system files. Upon trying to install to a new drive,
you get the error you noted when data cannot be cached to RAM because the
RAM is bad.
