Hi,

Close your computer down and reboot in safe mode (hold
down the F8 key I think). Once you are in safe mode you
can then delete the file.

Print out the instructions on the removal. It does not say anything about a .dll. It
is advising doing a registry change. It maybe easier to do in safe mode.
