Virus damage

I have recently been infected with Backdoor.Tofger and W32.Netsky. I belived that the viruses had been totally deleted but now whenever connecting to the Net a blank window opens without authorisation along with the Windows.dll command in the taskbar. The blank screen soon displays a download advice and request notice innitiated by a company called Globalised Communications which request permission to dial a connection to a premium rate number charged at £2 per minute. Has anyone any idea as to how to get rid of this. Any help greatfully appreciated.

Download these spyware removal programs. If possible, do it on a
different, un-infected computer and transfer the programs to your
computer.

Spybot Search and Destroy
http://www.safer-networking.org

Then, boot your computer in Safe mode (without networking) and install
and run the programs.

Update your anti-virus software's virus definition file and run a complete
system scan. Also, get SpyBot's Search &
Destroy (http://www.safer-networking.org/)to remove spyware and Ad-Aware
(http://www.lavasoftusa.com/) to remove AdWare.
