Virus!?? Add/Remove Program Disabled

Do you think this is a virus related problem:

I'm hoping this is a minor problem but recently the
add/remove control panel program icon disappeared and
cannot be started. At the same time IE also deveoped
a "Restrictions" notification that the "Internet
Options..." feature is restricted?

Any ideas? We have installed Anti-Virus S/W and enabled
the firewall (XP) but these features are still disabled.

We first noticed the problem at start-up when many files
were identified as being orphaned (i.e. was the FAT re-
written?).

Try to do a restore of your system to a day or so before
the problems started.
Start/AllPrograms/Accessories/SystemTools/SystemRestore.
You can do a restore up to 90 days back. If you get it
corrected, create a designated/registered restore date by
giving it a name and save the settings. WinXP
creates/saves your settings everytime you shut down.
 
I disabled system restore in order to try virus fixes and
have lost all the restore points!

Any other ideas?

When you wonder if something is a virus, why not find out by scanning
with your current antivirus program, using updated definitions? You
*do* have one, right? If you don't, then get one and use it! In the
meantime, you can go to an online virus scanning site - McAfee has one,
as does TrendMicro.
