Virtual Memory errors

Since installing SP1 of Windows XP professional we've had
a increase in constant virtual memory errors. Most PC's
have Gigs of free disk space and for 256Mb Ram, the page
file is a set size of min. 384, max. 1152 as per
Microsoft's recommendations. Have tried variations to
this. Even on a fresh boot, the page file usage via Task
Manager is running over 500Mb. Once starting necessary
applications, it pushes the page file usage too high and
gives "your system is running low on VM".
Task manager doesn't show anything useful, the svchost
service takes the most memory, followed by explorer.exe
and office applications.

Problem is, why do some people here get the error and
some don't, when they run the same apps and hardware and
RAM and free disk space.

Nothing unusual in startup/sys tray programs either.
Have tried defrag which helps for a while but the Virtual
memory errors seem to come back.

Extra memory does seem to help, but this only escalated
after service pack 1.

Any other ideas?
