I was originally viewing pictures with the Microsoft viewer but changed my
default to a photo program I had so I could change the size and rotation of
the pictures. Can anyone tell me how to restore it to the Microsoft Viewer?

Not an Outlook problem. Suggest you repost to a group for your operating system since this is an OS level operation.

After furious head scratching, Jenn asked:

Jenn,
1.Right click an image (such as *.jpg file)
2. Select "Open With..."
3. Then select the Microsoft Viewer Program you want to use.
4. Also check the box to always use this program when opening.
