View setting, changing default

When I open a document, usually an attachment, View shows it in the annoying "reading format". To easily read the document, I have to go to the drop down menu and change it to "page layout" or "normal". Is there a way to change the default setting? Help doesn't have anything on this.
 
On the General tab of Tools | Options, clear the check box for "Allow
starting in Reading Layout."
