View and Assign File Ownership - How?

We recently implemented quotas on our user data partition.
Here's the problem. Due to staff turnovers over the years,
files have been passed from one user to another;
therefore, ownership of files often belongs to non-
existent users.

Is there a utility that will:
1. Allow me to search and find files owned by a given user
2. Allow me as the Administrator to reassign ownership of
files to another user
