Not sure I'm getting your question. The upconverting/upscaling process
if you're referring to simply playing back some already created DVD at
a higher resolution is handled by a special chip and support circuity
inside the actual DVD player and in some tvs or projectors. AFAIK
there is no software that does this outright unless you're referring
to video editing software, then yes, of course. If that's what you
mean, longer answer:
What you're looking for is actually under the realm of video editing,
the correct technical term in this case is called transcoding. That is
the process where a video file is decoded and then recompressed into a
different file format and then converted to a different frame size and
sometimes a different frame rate. Your success, meaning how good the
outcome, depends on the software you use and to a great extend on the
encoder which may or may not be included. They all are obviously
licensed. I use Vegas which is a product from Sony that's professional
grade. It can do what you want, but it isn't cheap. It includes
encoders from Main Concept, one of the best that's reasonably priced
along with the ability to encode Dolby 5-1 sound as well. You can also
buy hardware cards for encoding but those are very expensive.
