Anyone suggest any good Video Surveillance WebCam freeware (or even
reasonably priced software)? Especially need something that has motion
detection, alarm upon motion detection, and sends picture to web and/or
email.

The software that comes with Logitech Quick cam will do what you want.
If you are downloading it from the site, there is also a thing called take
5. which allows you to send video to a website...]

Here is a logitech page to start you looking. T his is software for the
4000, but a search should get you what you want.
