Video Resolution not staying after Reboot, Start bar moved to another monitor...

I have a Dual Head RADEON 7500 Series and a Xpert128. I only have two
monitors ( IBM P275 20" @ 1800x1440 and IBM E74 17" @ 1280x1024) connected
to the RADEON 7500 Series. The Xpert128 is installed in the PC, though not
connected to anything.

The Start bar is set to the 20" monitor. When I reboot. The 20" goes to
1280x1024 and the start bar goes to the 17" monitor.

What can I do to fix this?

Drag your mouse pointer of your Taskbar, uncheck Lock Taskbar, then drag
your mouse over your Taskbar and press and hold your mouse button and move
the taskbar to which ever monitor you like.

I know how to move the Task bar from one monitor to another I just want it
to stay on that monitor after I reboot the machine.

I'd also like the resolution to stay the same...
