Arguably the best rendering engine.
VCD is free, SVCD expires in 30 days...or at least it was the last
time I downloaded it.

Another freebie that comes to mind is avi2vcd <Google for it>
Doesn't get much easier for avi to vcd....but the output does not suit
my demands. I only downloaded it to get the avi audio decompressor app
that is packaged w/ it.
But it may suffice for your needs ?
