Video Editing Query

I have an ATI TV Wonder VE card that I use to record
programs. I'm new to the whole video editing thing but
have been able to use VirtualDub to remove commercials.
The problem is, to save the edited file it saves it in an
AVI format that reduces the quality of the picture
considerably (pretty bad since it's not that good to
begin with). My capture program saves the video in an
MPEG format; is there any way to remove the commercials
without sacrificing quality?

VirtualDub is designed for editing AVI files ones. You can open end edit an
mpeg, but you must save as an AVI as you've found. Look in the Video menu
and you'll find some compression options in there. Change the codec used to
compress (DiVX is a good choice - www.divx.com) and choose an bitrate
equivalent to your source.

Note that doing this, even with a very high bitrate will ALWAYS lose quality
as these compression methods are "lossy".

Alternatively, TMPGEnc is an mpeg encoding application which has some
limited editing capabilities... Take a look: www.tmpgenc.com
