First, have you tried running 'System Restore' to a date before you
accidentally removed that file? This usually works to resolve driver
problems such as yours. Alternately, you may find some help at the
AMD/ATI (AMD bought out ATI) website, specifically in the driver support
section: http://ati.amd.com/support/driver.html. You'll have to figure
out which video adapter you have in your computer - your error message
just tells the brand, not the exact model.

Even if the System Restore fixes your problem, you should still become
familiar with the ATI website and learn how to download and install the
latest video drivers.
