vga fan spins when booting but it stops after few seconds, when Windows is loading

Hi,

The VGA Fan i have (a Zelman) spins when computer starts but it stops after
Windows begins loading and it stays like this ( i even tried to stress the
GPU with a game)

The cooler head fan (3pin) is connected in one of the motherboard head fans
( the mainboard has 4 head fans, one for CPU and 3 for other fans, 'rear'
'auxillary' 'front' fan)

I have:

Windows XP Professional.
Mainboard: Intel 975XBX
VGA Cooler: Zelman vf900
Graphics: Leadtek 6600 GT

An easy solution will be to plug the cooler to the PSU.
But I was wondering if there is any solution to keep it connected to
motherboard.

How does Windows manage the fans exactly ? ( maybe a Windows driver issue or
maybe a BIOS issue ?)
I suppose that when Windows comes in, it takes control over the fans but
when computer starts BIOS is taking care of them.
How does it work ?

Windows does not manage the fan nor does the motherboard. But
the fan might be managed by its own built-in thermostat. If
there is a bios control for the fan, then there is probably a
threshold setting that needs to be set in bios configuration.
Read the manuals.
