Very slow internet connections

I have XP-Pro SP2 with all updates.
I have just reconfigured it from vanilla (re-format up), partially
because I started to experience latencies of up to 18 seconds between
entering a URL and being connected.
These delays in the new configuration persist.
There is a delay of typically 15 seconds while the Mozilla browser is
"resolving the connect." IExplorer takes at least 30 seconds "finding"
the URL. Browser settings in IExplorer or either default or low. Browser
settings in Mozilla are default or more permissive.
Other Win98 machines on the router to modem connection connect within
three seconds. So the problem is with this XP machine.
I have tried this with and without virus protection. The same AV program
makes no difference to the other machines. The firewall in XP is off.
As far as I know, there are no viruses, spyware, etc. The same latency
exists whether I connect via WiFi or hardwire Ethernet.
E-mail client connects much faster, but seems to be slower than before
the problems.
Are there recent XP updates that are causing this (until about three
weeks ago I had no such problem)? Any tweaks or settings recommended?
 
Make sure your basics are correct-it sure sounds like a DNS issue.
Especially since it's happening across multiple browsers. Double check the
IP address numbers and if you have more than 1 DNS number switch them around.
Make sure that you can ping them as well.

You can also check to see if there are newer drivers for the network card.

If nothing else helps, consider replacing the network card to prove/disprove
the network card idea.

It is a DNS problem. I am doing static IPs for my local router. These
work fine for the Win98's but not for the XP. I will check with my ISP
for the correct static Primary DNS number, and the correct network
setups for XP. Much obliged for the correct analysis.
