Very Slow Goning On to the Net

Am running xp,1 gig, 256 RAM,hii-speed internet (Optonlline filber
optic).The computer seems snappy when working off line (1-3 seconds to open
"MY Document" and "My Pictures". Once I'm on line with Google,Data comes back
incredibly fast.But whe i open the 'INternet Explorer",It might tace 20
seconds to 120 seconds to gtet there.Also my Yahoo mail is very slow and used
to be vvery snappy.
Could the be a browser problem? Are there any genuinely effective
diagnostic programs that actually work?
I use Avast anti- vius and 4 anti spyware programs including
Beta,spyBot,AdAware, And Yahoo.
I have run the internal find and repair errors,degrag,clianed out temp
files,and clean disk and hqave only 2 "start up " programs.
Would like to avoid a "reformat" but will go it if necessary.

Appriceate any thoughts or comments.

Diagnostic programs are not necessary. First thing to do is verify your
Network setup. Use IPConfig /All from a Command Prompt. Then
login to your access equipment's Web interface and check your WAN
settings (IP Address, DNS Server & Gateway). Usually the Access
Point IP is used for your LAN (Local Area Network) Gateway and
DNS. You can then use Ping or TraceRT to time your data traffic to
and from the ISP's DNS/Gateway. You would also want to check IE's
options and ensure that no Proxy Server is defined.
