I wonder why the new engine doesn't automatically update?

If you are updating via AutoUpdate or Windows Update, it should. If you are
updating manually, and miss an update in the sequence, this can happen.

The fix is to bomb the updates back to 1.0.0 via
mpcmdrun -removedefinitions -all

and then use the latest mpas-fe update to get current, and any deltas beyond
that. Engel posts the URLs to do this in his messages.
