Verifying DMI Pool Data and missing\or corrupt hal.dll

Hello all, I have a real quandry here, and would appreciate your expertise.
System:
WinXP-Pro/SP1, Intel 2.8Ghz with 512MB RAM, 1-SATA hard drive, 1-IDE drive,
both Western Digital and Ge5700 Video card.
Problem:
*mouse cursor froze on screen, could not clear error nor kill the
appropriate task, so rebooted
*Veryifying DMI Pool Data error. Used BIOS defaults to finally get thru the
POST, but got errors with NTLDR, and boot ini. Created a boot floppy with
following files
NTLDR, boot.ini, NTDETECT.COM. System boots with hal.dll error

Trying to access safe mode, last known good, etc. all produce the same
hall.dll error.

I have tried booting from my WinXP-SP1 CD to run the recovery console. Once
I have entered the 'R' for recovery, I do NOT get a choice of operating
systems or partitions. looks like the OS is gone...?

Suggestions, or next step?/

I have followed the extensive advice and suggestions of Michael Stevens, and
found success in the Recovery Console.
*When doing a 'map' I discovered my C: drive is shown at FAT16, it should be
FAT32. (believe this is what is causing a no boot, and the HAL.DLL error)
*All other drives are correctly identified as NTFS.
*'bootcfg' did not run, stating errors present, so I ran chkdsk /p and got
message 'volume appears to have one or more problems'
1. Is there a process or utility that permits changing FAT16 to FAT32? Some
type of diskeditor?
2. If not, will continuing through the recovery console and ultimately
doing a repair on the windows installation only affect the C partition? In
other words could the data on the other 2 partitions be spared?
