verclsid.exe takes 15 seconds on a shortcut, but why?

I'm running Windows XP Professional v2002 SP2 on a Dell Optiplex 745 (dual
CPU, 2GB RAM). I've got a strange problem with verclsid.exe. I have some
shortcuts on my Desktop and if I right-click on any of them, verclsid.exe
launches for 15 seconds using up almost 100% of one CPU, then goes away and
then I get the menu on the screen. This is also true if I right-click on a
shortcut in an Explorer window. I had a shortcut in my 'Send To' folder and
that would cause the same behavior if I right clicked on anything and chose
the 'Send To' menu option; i.e., the Send To menu would take 15 seconds to
appear while verclsid.exe ran. My registry has these items:

but I don't know if that has anything to do with it or not. I've also
noticed that if I drag a shortcut icon over another shortcut icon, it hangs
up for 15 seconds while verclsid.exe runs. This is really annoying and
doesn't appear to happen to other people on other PCs, and just to me on this
PC (in this corporate environment). Any ideas?

This is an old problem that was caused by an MS Update and a conflict
