.vem file extension unexpected conversion

Can anyone throw any light please? I have a user's pen drive handed to me
which has all the files turned to gibberish and an additional extension of
..vem added. Removing the extension restores the icon to the app of the
original extension, but the files won't open. Windows prompts for an encoder
to use to open, and inthe prompt window I can see a header "MV VE FORMAT1.008
"
followed by gibberish. I can't find a reference to this anywhere on the web
except for two or three pleas for help like mine.
