VCD creation

will Plus Dig. Med. Ed. allow me to make a slideshow of video and pictures and burn it to a cd in VCD format? I'd like to make the slideshows and give to people to play on a standalone DVD player that recognizes and plays VCDs.

No it will burn a PhotoStory as a VCD but a photo story only contains still
images. If you need to create a file with both videos and still images,
then you'll create it in Windows Movie Maker.... save it as a DV-AVI file
and then use your third party software to create the VCD.
