VBA doesn't work in OL 2003

Hi,

after an error message in Outlook-VBA (2003), (something like "vba will be
disabled")
I can't run macros or vba editor. The menu entries are still peresent,
but nothing happens.

Did a repair, reinstall, restart, diabled antivir, nothing hepled.
VBA in Word and Excel are working well.

Any ideas? Thanks.

Unfortunatley I don't remeber exactly. It was some time
ago and I clicked it away too fast. Then I don't used
VBA and now I noticed that it's disabled.
It happend when I was testing a macro.

All macros are disabled by default in Outlook 2003. You
will either have to digitally sign your VBA project
(recommended), or lower your Tools|Macro|Security
settings to Medium or lower (not recommended)...

You can create a personal digital certificate by running
SelfCert.exe in the Office program folder. This is
generally for personal use and not recommended
for "production" software.

But I can not enable or disable anything.
If I press Alt+F11 no VBA-Editor appears. Nothing happens.
If I click menu >Tools >Macro >Security: nothing happens.

What can I do, to reactivate VBA in Outlook?
