VB .NET On Windows XP

I have several applications created with VB .NET 2003 that run fine on
Windows 2000. When attempting to run them on a Windows XP machine, an error
is displayed stating "The application failed to initialize properly
(0xc0000135). Click OK to terminate the application." The XP machines have
all current updates. Is there some OS or .NET Framework setting that needs to
be made?
