VB.Net Dabase, Visdata?

In VB 6.0 I could build a database using VisData.
However, using VB.NET I do not find this tool or anything
similar. Do I understand correct that VB.NET is more of a
front end to build and connect to Existing Database's
like Access, SQL, etc....?
