VB.net 2002 reboot error

I have been trying to install vb.net 2002 and keep getting the following error:

Setup has detected that another program requires the computer to reboot.
You must reboot the computer before installing Visual Basic .NET Windows
Component Update. Once the system reboots, you need to restart setup. Click
OK to reboot. Click Cancel to exit setup and install later.

I reboot and keep getting the same error.

I also have tried to shut down my IIS and other services running on my
machine.
PLESE HELP!

This is a known issue, you have to do some registry modification for that ,
check this MSDN that handles how to deal with that problem .
