VB Editor is disabled

My Outlook 2003 Tools> Macros, Security, and VB Editor all have become
disabled. I.e., they appear as menu items, but selecting them causes no
action. They all worked fine before yesterday. I've repaired and
reinstalled but these did not change anything. Has anyone else seen this or
know how to make them available again?

I have recently received numerous emails containing a worm so it's possibly
due to a that but Norton seems to have quarantined each of those messages.
Scanners have not found that anything bad got installed, but the behavior
above is suspicious.

Net, any clues on how to re-enable the VB editor will be appreciated.

Exit Outlook, then check the Task Manager (Ctrl+Alt+Del) that Outlook.exe
has completely shut down. Then you can try restarting.
